§ 48 parking spaces, garages and bicycle parking spaces
(1) If facilities are erected where access or departure traffic is to be expected, parking spaces or garages and bicycle parking spaces shall be provided in sufficient number and size and in a suitable condition (necessary parking spaces). Bicycle parking spaces must be accessible from the public traffic area at ground level, by ramps or by elevators. In the event of changes or changes of use of facilities, parking spaces and bicycle parking spaces shall be provided in such number and size as to accommodate the additional motor vehicles and bicycles anticipated as a result of the change. This does not apply if the creation or renewal of housing would otherwise be significantly impeded or prevented, even taking into account the possibility of replacement.

§ 48 parking spaces, garages and bicycle parking spaces
(2) The Ministry responsible for construction shall regulate by statutory order the number of parking spaces required under subsection (1) sentence 1 and details of the number, size and location of parking spaces for persons with disabilities. If the number of required parking spaces is determined by a development plan or by local building regulations (Section 89 (1) No. 4), this number shall be decisive.
8. if the municipality makes use of the authorization in the bylaws pursuant to sentence 2 numbers 1 to 3, it shall determine in the bylaws the location as well as the size, number and nature of the necessary parking spaces, taking into account the type and number of existing and expected vehicles of the persons who permanently use the facilities or visit them. The municipality may, if a statute according to sentence 2 number 1 to 3 does not exist, in individual cases require the construction of parking spaces with and without a preparation of the power line for charging batteries for charging electric vehicles, if this is necessary because of the safety and ease of traffic. Up to one quarter of the required parking spaces for motor vehicles pursuant to sentence 2 may be replaced by the creation of bicycle parking spaces, whereby four bicycle parking spaces shall be created for one parking space.
