Extract from the parking regulations

§ 48 Bicycle parking facilities

(1) Bicycle parking facilities of such size as to accommodate the existing or anticipated bicycles of the permanent users and visitors to the facilities shall be provided for structures that are expected to have bicycle access and egress, other than dwellings. Bicycle parking facilities in accordance with sentence 1 must be easily accessible and readily accessible.

Summary: General requirement to provide easily accessible and readily accessible bicycle parking facilities for structures that are expected to receive inbound and outbound bicycle traffic. This does not include apartments. Strong consideration of exceptional difficulties that stand in the way of construction.

Exceptions

§ 48 Bicycle parking facilities

(2) Bicycle parking facilities need not be constructed for visitors to the facilities if this is not possible or is possible only with extraordinary difficulty on the building site.

§ 84 Local building regulations

(1) Municipalities may issue local building regulations on 3. bicycle parking facilities pursuant to section 48 para. 1 Sentence 1.
