Extract from the parking regulations

§ 48 Residential building

(2) In residential buildings with more than two apartments or on the building site, accessible storage rooms for baby carriages, bicycles and mobility aids shall be provided near the entrance to the building. Each apartment must have a sufficiently large storage room.

§ 49 Parking spaces and bicycle parking

(1) The necessary parking spaces and the necessary bicycle parking spaces (Section 86(1)(4)) shall be created on the building plot or at a reasonable distance from it on a suitable plot of land, the use of which is secured for this purpose under public law; Section 48(2) remains unaffected.

Summary: The decision lies with the municipalities.

Criteria: Consideration of the safety and ease of traffic, the needs of stationary traffic, the urban planning situation and accessibility by public transport facilities.

§ 86 Local building regulations

(1) Municipalities may, by means of bylaws, issue local building regulations on the number, size and nature of parking spaces and bicycle parking spaces, including their accessory uses (Section 49 (1)), which are required for facilities, taking into account the safety and ease of traffic, the needs of stationary traffic, the urban development situation and the development by local public transport facilities, for which an incoming and outgoing traffic with motor vehicles and bicycles or bicycle-like light motorcycles is to be expected (necessary parking spaces, necessary bicycle parking spaces), including the additional requirement in case of changes and changes of use of the facilities, as well as the redemption of the obligation to build and the amount of the redemption, which can be regulated differently according to the type of use and location of the facility.
